Introduce a Canadian IHRA Handbook
In 2019, Canada formally adopted the International Holocaust Remembrance Alliance’s (IHRA) definition of antisemitism. The IHRA definition is the most widely accepted definition of antisemitism and was created through decades of work by Jewish communities worldwide.
As antisemitism continues to rise in Canada, and as provinces, municipalities, and organizations also adopt IHRA, there is an important need for a Canadian handbook on IHRA to contextualize and understand the appropriate use of IHRA.
Recommendation
- That the government of Canada further the implementation of the IHRA definition of antisemitism and develop an IHRA handbook to explain and guide the application of the IHRA definition. This handbook can be modeled after the European Union’s Handbook for the practical use of the IHRA working definition of antisemitism.
On October 31, 2024, the Government of Canada adopted the Canadian Handbook on the IHRA Working Definition of Antisemitism.
